Anecdotally I get weapon and armor ornaments around every 10-15 engrams or so and exotic emotes and cosmetics significantly less often. I'm inclined to say those rates are the same, and you don't have a higher chance to get an ornament just because you have a lot left to collect as it rolls the drop rate for getting an ornament at all before it .
